Relevant Professional Experience:
John L. O'Brien is an Associate Professor in the Information Strategies Department of the Information Resources Management College where his primary area of expertise is performance management.
John's assignment as a faculty member culminated a thirty year active duty career in the United States Air Force. Prior to joining the iCollege, John spent seven years in the Intelligence Community, initially with the Chief Information Officer, Defense Intelligence Agency where he faced the infamous Y2K challenge. This was followed by a tour at the National Security Agency as IT Customer Liaison for the National SIGINT Requirements Process. John spent two years in a NATO assignment at HQ AIRSOUTH, Naples Italy, serving as NATO Administrative Chief for the team that produced two landmark documents for the Dayton Peace Accords of Bosnia-Herzegovina. During Operation DESERT STORM, John deployed to King Abdul Azziz Air Base, Kingdom of Saudi Arabia where his efforts in standing up the 4404th Composite Wing's initial Information Management function resulted in his selection as Tactical Air Command Base Information Manager of the Year for 1991.
John came to Washington to work on the Air Force Information Publishing Service's initiative to incorporate electronic publishing technology. He worked the initial transfer of Air Force administrative publications onto CD-ROM. After a rotation as Executive Officer to the Chief Information Officer, Defense Logistics Agency, John had the pleasure of serving as Executive Support Officer to SECDEF William J. Perry.
Lt Col O’Brien’s areas of research interest include performance management, public policy, and ethics. He is currently pursuing a Ph.D. in Public Administration and Policy from Virginia Tech.
