  • Served 23+ years in US Army, retiring in 1992 with several assignments in the information assurance field from 1980 onward.
  • Instructor, Computer Security Department, DoD Computer Institute (formed the nucleus of the Information Resource Management College, National Defense University in 1982-1983)
  • Policy Division Chief, Directorate of Information Resource Management, JCS.  Project Manager for installation of first TS-level networked computing system supporting JS action officers.  Upon rotation first 19 nodes and supporting LAN were installed and accredited, including one node in Brussels supporting US Military Deputy to NATO.
  • Executive Officer, US Army Information Systems Engineering Command, Pacific, Ft. Shafter, HI
  • Information Engineer lead, Business Process Re-engineering Team, DISA HQ
  • Entered government civilian service following retirement from US Army.
  • Security engineer on team redesigning network provisioning tool that operated at the collateral secret level.  Achieved first “out of the box” database replication across Defense Information System Network (DISN) between seven locations worldwide.  Enabled “follow the sun” network engineering and support to DISN customers.
  • IA advisor to the DISN PM with IA oversight on 38 projects that the PM reported on to Congress.  Wrote IA portion of his input to Congressional reports.  Represented DISN PM interests on DISN Security Accreditation Working Group (DSAWG) (1997-2000) (See Note[1]). 
  • DSAWG Chair from Jun 2000 to Oct 2011.   Invited to periodically present instruction blocks on accreditation and risk assessment to range of courses at the National Defense University.  Developed and managed IA related tracks at two annual DISA/NSA Information Assurance Symposiums.  Keynote speaker to an Intelligence Community contractor association (CAISSWG) and panel participant.  Periodic topic speaker or panelist at DISA/NSA Information Assurance Symposium/Workshops and DoD Intelligence Community conferences. (Jun 2000 to Oct 2011)
  • DoD Co-Chair of the Cross Domain Resolution Board, Unified Cross Domain Management Office.  Board constituted by DoD and DNI CIOs.
  • Represented collateral accreditation processes on several Intelligence Community boards/panels
  • US Accreditation Lead on US-UK Interoperability Commission (IOC) Working Group (2-star level) Tiger Team (1-star/O6 level) to establish accreditation process between US and UK (Nov 2009 to Oct 2012)
  • US co-lead on CCEB Senior Accreditor Tiger Team to establish accreditation process with the CCEB (Sep 2010 to Oct 2012)

DSAWG  - Defense Information System Network (DISN) Security Accreditation Working Group.  An O6/GS15 Defense-wide IA risk assessment and authorizing board for deployment and operation of systems onto or interfacing with the DISN.  Operated under the general guidance of DISN/GIG Flag Panel Chair (two-star) and the Defense Department Senior Information Assurance Official (OSD-CIO Office).  In late 2007 the name was changed to Defense IA/Security Accreditation Working Group (acronym was not changed) and role expanded to encompass a Defense-wide scope.
